Recently, China’s State Administration for Market Regulation (SAMR) approved and released two national standards in the field of pets, namely the Technical Requirements for the Safety of Companion Animal (Pet) Supplies and the Technical Specification for Canine Rabies Vaccination.

Among them, the National Standard for Safety Technical Requirements for Companion Animal (Pet) Supplies is a recommended national standard for the safety of pet supplies (Standard No. GB/T 43839-2024), which will be formally implemented on October 1, 2024, with Ministry of Agriculture and Rural Affairs of the People’s Republic of China (MARA) as the competent authority, according to official information from the National Standardization Administration Committee (NSCAC).

According to the standard interpretation information released by the Ministry of Agriculture and Rural Affairs, the standard respectively targets products in the categories of pet living supplies, cleaning and care products, hygiene products, environmental products, etc., and specifies requirements that include product raw materials, mechanical properties, physical properties, chemical safety, electrical safety, and product safety labeling, etc., as well as provides corresponding validation methods, in order to maximize the prevention and reduction of potential unsafe factors in pet supplies that may In order to prevent and minimize potential unsafe factors in pet products that may cause harm to people and pets.

The standard adapts to the development of China’s pet supplies science and technology level and industry market demand, while drawing on international pet supplies standards, regulations, directives and other requirements. According to the information of the National Standardization Administration Committee, there are 28 main drafting units of the standard, including 14 research institutes, 14 research institutes, 14 universities and 14 enterprises and institutions.

  • Scope of application

According to official information, the scope of application of the standard is: the manufacture, sale and safety evaluation of pet products, and does not apply to all types of pet products used by children. The standard also classifies pet supplies, which are roughly divided into terrestrial pet supplies (excluding reptile pet supplies), aquatic pet supplies and amphibian/reptile pet supplies. Terrestrial pet supplies include: living supplies (nests, cages, bowls, leashes, etc.), oral cleaning supplies (toothpaste, etc.), toiletries (shampoos, conditioners, etc.), sanitary supplies (diaper pads, wet wipes, etc.), environmental supplies (odor eliminators, etc.) Aquatic pet supplies include: aquariums, fish tanks, etc.; amphibious/reptilian pet supplies include: feeders, aquascaping and decorative supplies.

 

  • Requirements

The general requirement of the standard is that pet products should not be hazardous to humans and pets under normal use and reasonably foreseeable misuse.
