According to the “People’s Republic of China Special Equipment Safety Law” Article 33 provides:
The special equipment unit should apply the registration certificate within 30 days before or after the use of special equipment for the State Administration for Market Regulation (SAMR), the registration certificate should be placed on the special equipment in a tangible position.
Scope of special equipment:

The special equipment in this Law refers to boilers, pressure vessels (including cylinders), pressure pipelines, elevators, lifting machinery, passenger ropeways, large-scale amusement rides, field (plant) special motor vehicles that pose significant risks to personal and property safety, as well as laws and administrative regulations applicable to other special equipment of this Law.
“The Catalogue of Special Equipment” is formulated by the State Council department responsible for the supervision and management of the special equipment, and is implemented after approval by the State Council. The state implements catalog management for special equipment, and the market supervision and management departments at all levels implement supervision and management of the safety of special equipment.
Special equipment that does not require registration:
According to the “Special Equipment Use Management Rules” TSG08-2017, the following boilers and pressure vessels do not need to be registered, and the safety management will be implemented by the using units with reference to the corresponding provisions in these rules and the relevant safety technical specifications.
- Boilers
Class D boilers
- Pressure vessels
(1) Non-stand-alone pressure vessels in deep-cooling units, pressure vessels in direct-fired absorption refrigeration units, aluminum plate-fin heat exchangers, and pressure vessels in cold boxes in process units;
(2) Casingless casing heat exchangers containing a second set of media;
(3) Ultra-high-pressure tubular reactors;
(4) Mobile air compressor tanks;
(5) Hydraulic automatic replenishment pneumatic water supply (towerless water) device in the pneumatic tank, fire-fighting equipment in the gas or pneumatic water supply (foam) pressure tank;
(6) water treatment equipment in the ion exchange or filtration pressure vessel, hot water boiler expansion tank;
(7) Accumulator pressure housing;
(8) Simple pressure vessels;
(9) Fire extinguishing cylinders, breathing apparatus cylinders, non-refillable cylinders.
The registration mode of special equipment:
- Special equipment registered by per-equipment
Boilers, pressure vessels (except cylinders), elevators, cranes, passenger ropeways, large-scale amusement facilities and field (plant) within the special motor vehicles should be per unit (set) to the registration authority for registration, automotive gas cylinders to the car for the unit registration.
- Special equipment registered by per-company
Gas cylinders (except for automotive gas cylinders), industrial pipelines should be registered with the regulatory authority in the name of the unit of use.
Special equipment registration process:
Login to the local government services network → fill in the application information → upload materials → submit SAMR acceptance → obtain a license
Documents to be submitted for registration:
- Submit the following documents for registration by per-equipment
(1) Application registration form (in duplicate);
(2) Proof of containing the unified social credit code of the company or personal identification (in addition to plant-specific motor vehicles, applies to special equipment owned by private citizens);
(3) special equipment product certification (including product data sheets, vehicle gas cylinder installation qualification certificate);
(4) special equipment supervision and inspection certificate (Safety and technical specifications require the use of special equipment which should apply first test before use should submit the first test report.)
(5) motor vehicle license (applicable to mobile pressure vessels fixed with motor vehicles), motor vehicle registration certificate (applicable to automotive gas cylinders fixed with motor vehicles);
(6) Boiler energy efficiency documents.
- Submit the following documents for registration by per-company
(1) Application registration form (in duplicate);
(2) Proof of containing the unified social credit code of the company;
(3) Supervision and inspection, periodic inspection certificate;
(4) “Pressure Piping Basic Information Summary Table – Industrial Piping”, “Gas Cylinder Basic Information Summary Table”.
According to relevant laws and regulations, when applying for administrative licenses, applicants shall submit truthful materials to the supervisory authority and shall be responsible for the authenticity of the application materials.
