According to the provisions of new regulations, when declaring cosmetics to NMPA, all ingredients except water must have “raw material quality and safety information documents” before they can be declared, and the applicant must upload the document to the database.

      If the cosmetic raw material manufacturer has registered the “raw material quality and safety information document” in advance, the cosmetics applicant can directly quote the raw material code when applying for registration and filing.

Regulatory Background

      According to the “Cosmetics Registration and Filing Information Management Regulations”, the registrant, filer or domestic responsible person must fill in the manufacturer information of the raw materials used in the product and upload the raw material safety information documents issued by the raw material manufacturer. If the raw material manufacturer has submitted raw material safety-related information in accordance with the “Cosmetic Raw Material Safety-Related Information Submission Instructions”, the registrant, filer or domestic responsible person should fill in the raw material code and associate it with the raw material safety information file.

Transition Period for Raw Material Safety Information/Raw Material Code

  • Starting from May 1, 2021, when applying for a draft cosmetics registration, you must fill in the source and trade name of the raw materials used in the product. If the product contains raw materials that require quality standards in the “Safety Technical Specifications for Cosmetics”, you must also submit a quality standard certificate or security-related information for the raw materials.
  • Starting from January 1, 2022, when applying for a cosmetics registration application, the applicant must provide the safety-related information of raw materials with antiseptic, sunscreen, coloring, hair dyeing, freckle removal, whitening and other functions in accordance with the requirements of the “Raw Material Management Measures for Cosmetics Registration Application”.
  • Starting from January 1, 2023, when applying for a draft cosmetics registration, you must provide safety-related information on all raw materials in accordance with the requirements of the “Raw Material Management Regulations for Cosmetics Registration Draft”.
  • If registered or stocked cosmetics are obtained before May 1, 2023, the registrant or stocker must supplement and provide safety-related information on all raw materials in the product formula.

      For cosmetics that have been registered or completed filing before May 1, 2021, if the product formula uses raw materials with quality specifications required by the “Safety Technical Specifications for Cosmetics”, the registrant and filer should supplement and fill in the quality specification certification documents or raw material safety information before January 1, 2024. The raw material safety information of other raw materials in the product formula shall be archived by the registrant and filer for future reference.

      For cosmetics that have been registered or completed filing between May 1, 2021 and December 31, 2023, if raw materials with antiseptic, sunscreen, coloring, hair dyeing, freckle removal and whitening functions are used in the product formula, the registrant and filer shall supplement to fill in the quality specification certification documents or raw material safety information of relevant raw materials before January 1, 2024. The raw material safety information of other raw materials in the product formula shall be archived by the registrant and filer for future reference.

      Starting from January 1, 2024, when applying for special cosmetics registration or general cosmetics filing, cosmetics registrants and filers must report the raw material safety of all raw materials used in product formulas in accordance with relevant regulations, technical specifications and the requirements of this announcement.

      Note: The manufacturer of cosmetic raw materials is a company responsible for the safety of raw materials. It can be the actual manufacturer of raw materials, an affiliated company belonging to the same group company as the actual manufacturer of raw materials, or a contractor who commissions the production of raw materials. Only one company can be authorized to provide raw material safety information of the same quality standard.
